IE Things like free afterschool programs became pay-to-play because of cuts to local aid; so while you might have had a larger refund from the state the new fees you had to pay ate up that refund check. Also, while I'm not big on taxes I'm pretty fine with using those taxes or the local funds that come from increased taxes sensibly instead of closing down needed services and jobs such as local fire deparments.
